Solid Waste Management



The City Government of Koronadal strongly discharges the mandate of the Philippine National Government under Republic Act 9003 otherwise known as Solid Waste Management Act with the implementation of its Solid Waste Management Program. It aims to realize development without compromising the sanitation of the locality, to keep a clean and healthy environment with bountiful resources for future generations and to encourage more tourism and investment activities in the city.

Based on the result of waste characterization in 2003, Table 1 shows the quantity of waste generated from the major source in the entire city; and Table 2 shows the daily waste disposals at dumpsite according to type of waste.

Table 3 shows the projected waste generated in the city by type of waste from major sources within collection area.

The projected waste generated in the locality was calculated to visualize the scenario, the huge volume of wastes in the coming years without intervention of segregation and collection of garbage. Appropriate waste management and proper sanitation are the major factors considered to keep the environment free from harm or threats of toxic wastes.

The City???s 10-year Solid Waste Management Plan was first implemented in 2005. It was headed by the City ENRO with the technical assistance from the Eco-Governance (a USAID funded NGO), NGOs??? and Department of Environment and Natural Resources (DENR). An intensive multi-sectoral Information Education Campaign (IEC) was conducted to provide knowledge and achieve social acceptability of the program.

Waste segregation and waste diversion as highlighted in Republic Act 9003 are the main focus in the implementation of this program. In the collection and transport of wastes, the city adopts the No Segregation, No Collection scheme. There is a separate collection schedule for biodegradable and non- biodegradable wastes. There are 14 units of dumptrucks distributed to 14 barangays of the city for garbage collection. Every barangay has its respective strategies on garbage collection and imposes corresponding garbage collection fees. The city has one unit garbage compactor with daily schedule of collection of biodegradable wastes every morning and non-biodegradable wastes every afternoon along national highways within the urban center. Two ten-wheeler dumptrucks of the city with separate compartments for biodegradable wastes are assigned for garbage collection within the four Zones and BarangayGen. Paulino Santos.

Strict enforcement of the provisions of RA 9003 and the Local Solid Waste Management Ordinance #2 series of 1998 are observed. Notices of violation and violation tickets are issued to apprehended individuals, establishments and organizations which committed the following prohibited acts: littering and illegal dumping of wastes, burning of wastes, and non-segregation or refusal to segregate wastes. Rates of penalty for individuals and households which committed such prohibited acts area as follows:

First offense : Php 100 or 1 day community service
Second offense : Php 200 or 2 days community service
Third offense : Php 300 and 3 days community service

Rates of penalty for commercial establishment which committed such prohibited acts are as follows:

First offense : Warning
Second offense : Php 1,000 and 5 days community service
Third offense : Php 2,500 and 10days community service

The second year of implementation of the Solid Waste Management (SWM) Program gained social acceptance through continuous conduct of Information Education Campaign (IEC) in various institutions, organizations, establishments and also through billboards, inter school quiz bowl, poster and slogan making contests during the environment month celebration in June. Launching of the Search for SWM Model Barangays likewise gained the barangays full support to the program.
