GREETINGS.......
I share the honor of presenting this 2010 Report of Accomplishment to the Sangguniang Panlungsod and to thepublic with my father who served as mayor of this city and the then municipality of Koronadal for more than 20 years the Former Mayor Fernando Q. Miguel. His long term in public service as Local Chief Executive gave him the opportunity to work with you and in transforming Koronadal into what it is today. Ladies and Gentlemen, as the elected mayor of this city, I adhere to the fact that the promotion of general welfare is the primary reason why local government units exist. It is always for the good of our people, the populace that we implement various development programs, projects, and activities.

We should know that the population whom we have to serve in Koronadal is growing at a rate of 1.56. In fact, with this growth rate plus the 6,955 estimated immigration due to the massive transfer of regional offices in 2008, our population in 2010 already reached a total of 163,885. Furthermore, the NSO survey aptly described the composition of our population as follows: School Age Population 33.75%, Working Age Population 67.91%, and Dependents who are specifically classified as either young or old 32.11%. We have a young population which suggests that interventions must be directed toward the improvement of our education and manpower development program and on the creation of more job and employment opportunities.

I sincerely believe that these population concerns must be seriously taken into account in the implementation of our development agenda. With a positive growth rate of 1.56, our population will constantly increase in the coming years, simultaneously the demand for food particularly rice as a staple component of a Filipino diet will also increase. It is quite alarming because the reverse scenario is transpiring on our lands. With a fix land area of 27,700 hectares, our land area for palay is decreasing each year.

As shown in the graph, missing the point of properly managing this situation will redound to shortage in rice supply by year 2025. Both the Provincial and Regional Development Frameworks designated the City of Koronadal as the administrative center of the province and of the region, respectively.
