Stricter protocols enforced as city enters Enhanced Community Quarantine

The need for stricter measures called for the enactment of the Enhanced Community Quarantine or Ordinance No. 9 s.2020 approved on Monday, April 13. This is in response to the reported first case of COVID-19 in the city as well as to address the influx of people crowding over supermarkets and other public places despite the imposed General Community Quarantine last March 19.

Unlike the previous guidelines, the Enhanced Community Quarantine prohibits entry of people from neigboring municipalities except for emergency and medical care only. All forms of public transportation are banned, and the mandatory wearing of face masks (under Ordinance No. 8) are strictly enforced.

This ordinance heavily restricts movement around the city to keep the citizens at home through color-coded clustering and issuance of movement passes.

Under the color-cluster scheme, each household will be given new movement passes to replace the barangay-issued quarantine pass. Under this new rule, citizens can only go out two days a week to buy food, medicine, and basic commodities at their assigned schedule and establishments are advised to inspect cluster passes upon entry.

All workers and employees on duty can go to work upon presentation of work IDs; however, personal purchases of basic commodities will still be subjected to their scheduled movement passes.

Movement passes are valid from Monday to Saturday; Sunday is a “No Movement Day”. All establishments are closed except hospitals.

The City Police is in full force on enforcing these new rules, with stricter border strategies and inspections all over the area.
